This is a photo of Stark Boat Ramp in 2020. The sign's message is clear: Go away! Joan Joyce wants to return the boat ramp to this state: gated, neglected, unsafe and overgrown so you don't use it.

Candidate Joan Joyce represents a special interest group of residents who live by the Stark Boat Ramp who are anti-park, anti-boat ramp and anti-community.

They are the boat ramp neighbors. They call themselves the Concerned Citizens of Rivergrove. They're Political Action Committee #25324, registered under Janice "Susie" Lahsene and Mary Lou Vanslavie with the Oregon Secretary of State.

They want to move the city backward.

For almost 20 years, the boat ramp neighbors have worked to restrict and discourage lawful enjoyment of parks and the boat ramp. They badger the city for unreasonable and unlawful restrictions, waste city resources, and, under previous city leadership, arm-twist the city into hiding and neglecting its own property all for the purposes of crippling community use of the boat ramp.

Candidate Joyce is a property owner who lives on the river near the boat ramp. She’s currently suing the city, along with other boat ramp neighbors, to stop the Stark Boat Ramp Restoration Project (LUBA Appeal) because she doesn’t want the boat ramp repaired.

Their lawsuit is costing the city at least $20,000.

She and fellow boat ramp neighbors want the boat ramp to fall into disrepair so you don’t use it.

She submitted testimony advocating for unreasonable and illegal restrictions to the boat ramp.

She signed a petition to restrict usage, hours and parking on the boat ramp.

And now the boat ramp neighbors are working to defund the city.

Candidate Joyce signed a petition on Sept. 26, 2025, that required the city to spend approximately $20,000 in unanticipated costs on a state audit. The city’s annual operating budget is roughly $50,000 a year. The audit generated suggestions that the city manager was already working to correct. It produced no insights into how to improve the city’s budget position or ways it could better spend its revenues.

Joan Joyce will serve special interests. She will not serve the community.

Say NO THANK YOU to special interests and NO TO JOAN JOYCE.

Vote Brett Egusa and Curt Taylor.
